For example, if some sensor such as the throttle position sensor is not within spec then the motronic controller goes into limp-home mode with symptoms such as low revs. The motronic map uses the TPS signal instead of the air flow meter of the 2V bricks.

Also can you get the revs to come up if you cycle the throttle open and close at a progressively quicker rate to get a high frequency oscillation of the throttle? The opening stroke will be to whatever position the bike will seem to run good from the 2000 up to 3000 region, then chop the throttle closed and immediately repeat the opening--rev, chop, rev, chop, etc. to get the revs up to 5 or 6 krpm. If so then this is another indication of the limp-home mode.
If the bike will rev up during the WOT test then the engine temperature sensor is likely out of spec and causing your poor part-throttle performance.
If your bike has an O2 sensor or Cat pipe then those are also areas to consider.
