Are we talking about the stock side bags? As Tim said "keep trying!". They take a little jiggering back and forth. Just have a look at where the hook meets the top rail and finesse it in one way or the other. My Kawasaki bags do exactly the same thing. I'm assuming it was designed in order that they would have a tougher time flying off the bike if you forgot to clamp down!! Flying side cases will ruin your whole day
