What is this part?

I found this part inside the rear compartment in the tail section.  Anybody know what it is?   :dunno2:

+1, yep...

OK thanks guys.  Does it need to be installed?  I assume it is for tire clearance against the swingarm?  There is enough space between the sidewall and the swingarm.  Is is something that needs to be installed regardless or only if you install a fatter tire?   :dunno2:

i take mine out when im riding dirt flat track... butts for the paved road courses i put it back in there...
