Fuel filter? Pretty common, filter gets plugged up and only flows up to a certain amount, then the 120/kph goes down to 115, 110..........

It could also be tight valves, and probably other tuning things too.

Without any further information where the bike lives and has lived it might as well be a Swiss version with a reducer set fitted :-)
