Can I simply proceed by adjusting #2 and #3 to equal #1's reading?

If it's an accurate enough gauge you could probably get close.
You'll want to T in the vacuum line off of the #3 to the FPR for the best results.
Stop by if you're ever riding through Seattle and you can use my Carbtune.

what model Carbtune do you recommend for someone to buy? Are there other mfg. that make the same type of tool?

You should be able to get a cheap mercury manometer. Maybe 30 bucks.
