Um most people use this bike for touring so want a bigger rear fender!
You can remove the part hanging down or the plastic on top. Some have
put aftermarket cafe style plastic there. You can remove the inner fender
easily. But no no one makes a fender eliminator specifically for this bike
(as far as I know)...

The second photo is of the fender eliminator. In fact, it appears to be the actual fender cut down to look like a fender eliminator. It is very convincing and cheap to implement.

Whoever did that had to modify (angle up) the rear of the frame that the "wedge" usually rests on.
