Too late now but since you're screwing/bolting it on anyhow, I prefer to ditch the doublesitck tape and fill that area in with a continuous stream of silcone.  It keeps the dirty water from creeping through...
Once I had a Collie pup. Dug a hole and covered him up. Now I sit there by the hour. Waiting for a Collie-flower.

Red silicon would be best to prevent the plastic fender from rusting.
