Poor running 16V

Just brought my K100 RS 16V down to the local NCT centre to Register officially in Ireland, all went well until I tried to leave to go home. WhenI started it up it didn't seem to want to rev cleanly. When I started to move off the engine just bogged down and almost stalled. I was not able to get the bike moving unless it was revving at 2000rpm and it would not rev past 3000rpm without bogging down again, I could get it up through the gears but had to keep it within this rev band. Twelve miles home on the motorway in torrential rain and gale force winds was interesting to say the least.
Does anyone have any suggestions as to the most likely source of the problem?
Maybe the bike just doesn't like the idea of being Irish....

First thing I'd check is the rubber boots between the throttle bodies and cylinder head.  Spay some starter fluid, propane or butane around them while the bike is idling.  If the idle increases then that means they're leaking and need to be replaced.

If leak(s) down there are causing your problem what happens is the that vacuum increases at higher revs and temporarily "seals" the leaks.

Check your fuel filter too.  Remove that and you should be able to blow through it easily.  Probably not a bad idea to replace that anyway as those are an aspect of maintenance that tends to be ignored on K bikes for some reason.

No such thing on a 4V K bike....
