Cleaning fuel tank, fuel pump well

How do you clean the fuel tank, inside the fuel pump well?
I've done vinegar soaks three times, the first two for a week at a time. I've been reaching in with my hand and a rag, alternating cleaning fluids between vinegar and brake cleaner.
My 1985 k100 has sat for three years, and the fuel pump damper was disintegrating. I have all new to put in, but want to get it cleaned enough I don't clog the fuel pump strainer, or anything else down the line.

Also, are there any tricks to get drain the tank? I'm thinking of making a duct tape ramp in lip of the filler hole, and turning it upside down.
