Cooling fan and Flickering Coolant Light

My 92 K75 suddenly has a problem. After about 10 minutes (maybe a little less), the fan will come on and the coolant light will start to flicker on and off. It flickers for awhile and then eventually will stay on. As will the fan. The fan makes weird noises like it is starting and stopping, starting and stopping or struggling to start when it first comes on.

There is plenty of coolant in the reservoir. Still sitting at Max.

The bike is not hot at all. It is cold as &^%$# here (I live near the ocean and it's been a cold, cold winter here). You can touch the engine with your bare hands when it does this. No heat, it is just barely warming up. Some of the larger hoses to the radiator are warm-ish, but not hot. 

I haven't had time to take the tank off to inspect yet. (I did use the pull through method when I put in a new clutch cable awhile ago: I was wondering if these symptoms would be the result of one of the hoses to the radiator getting loose from using the lazy ass method of swapping out the clutch cable?).

The horn has stopped working, so my immediate thought was the fuse box. Checked today and it's not the fuse.

Is this a stuck fan? Anyone recognize these symptoms? I won't have time to take the tank off until Friday due to work. Appreciate any and all advice. You guys are the best.

Is there a good write-up on replacing the sensor relay?

Work on your followthrough, blast. You'll get there, but you got to the dangling koala possum, you went too far. In that thread there's this, specific to the relay:
