Is it hitting on all cylinders?
I doubt the engine would rev like that if the TB butterflies were closed so I'd start there. Make sure they're closed. Make sure the twist-grip isn't stuck at a non-idle setting. It has been a while since I looked at one closely but, can you hear the throttle position switch "click" when you close the throttle.
Are all the by-pass screws in place? If they're missing that may cause an excess of air to enter the engine causing it to rev.
