Last week I had to put an ABS front brake disk from a bike I'd parted out on a wheel that previously had a non-ABS brake disk. Since the swap, the ABS fault light is blinking after several attempts to reset. The ABS was working prior to the swap. I also replaced the rear wheel in the same wrenching session but I've done that before and it's never resulted in an unclearable ABS fault. So I'm pretty sure the problem is in the front wheel/brake disk assembly.
Here's the procedure I followed for mounting the wheel, from this post:

2) Make sure the caliper pistons are retracted all the way in the bore. I pushed the brake pads back with a screwdriver, Mike says you can do it just by rocking the calipers on the disk.
3) Tighten the hex nut on the axle to spec.
4) Tighten the clamp bolts adjacent to the hex nut to spec.
5) Bounce the wheel up and down a couple times so that everything self-centers.
6) Tighten the clamp bolts on the other side.
7) Tighten the caliper mounting bolts to spec.
Here's the procedure I followed for mounting the ABS brake disk on the wheel:
1) Mount the disks on the wheel, hand-tightening the bolts.
2) Tighten the bolts in a star pattern 1-3-2-4 a quarter turn.
3) Continue tightening in this pattern until the bolts are secure.
4) Torque the bolts to spec using the same pattern.
Next step is to loosen the front calipers and front wheel mounting bolts and try the mounting procedure again. But before I make myself crazy with that, I'd like to know if anyone has any suggestions or if there's something I'm missing.
