The high beam does not blink as you are thinking of it in the momentary position. The high beam comes on steady and stays on only as long as the switch is held in that position.
You are being confused by a translation problem in the manual. Think "flash" in place of "blink".
Your dimmer switch and headlight are working properly. Go for a ride and get some yee-haw.
