I am confused about the number 3 washer. Does this go inside the rubber bushing or sit on top of the bushing with a hole large enough for the mount to pass through? I would think that the cone shape under the mount would fit through the washer three. Yes, no?
I ordered washer three from Touring Sports in NC and what I received is not large enough in the ID to have the mount shaft pass through.

I have two LTs - one had the washers and one didn't.  Where it was present it was large enough to fit outside the metal inner.

Well that is what I figured but when BMW sent me the washer it was only big enough to go over the threads of the mount. Obviously the fiche is all screwed up.
There is confussion on my part because I reada thread that the washer goes below the mount where the nut is and others that say it goes on top.
I have made a washer large enough to allow the conical part of the mount pass through. I couldn't find one in the hardware store big enough so I had to make one out of an electrical box cover of which the breakout tab hole is a perfect fit. It is quite a stout piece of metal also
