need electrical gremlins banished.

If anyone can help with this it will be very much appreciated since we (my more knowledgeable friend Dan and I) have spent much time just getting this far.

Bike is a 1990 K100 LT with an 89 production date. This is a high mileage (100k miles)  environmentally stressed (stored outside too much in the NW rain).

Bike won't crank unless we jump past the starter relay.

We have at the starter relay about 8.67 volts at the relay coil terminal, not enough to energize the relay.

Could anyone please suggest a solution or a cause?

Sounds to me like some dirty contacts/connections. The Ignition switch, and Kill switch are the 1st to come to mind. The harness connections under the fuel tank, etc.....
Check all your ground wire/frame connections too.

Scott is correct about the switch.  The starter button and kill switch can be disassembled and cleaned.  Be careful there are small parts.  Also, there is a frame ground under the tank that it would not hurt to take off and clean as well.

Measure voltage at fuse #1, if low.. ignition switch, kill switch, RHS switch assy connector is suspect.
If OK.. instrument connector, starter button, RHS switch assy connector is suspect.
If pulling clutch handle make any difference in voltage readings, instrument connector (or internals) is suspect.
