I am having issues getting it to shut off via key or kill switch. The only true fire way to power down is to pull fuse 1. possible ICU issue? Otherwise I'll check to see if the starter relay is fused, could that be the cause?
Already cleaned ignition switch and starter brushes

A stuck starter relay wouldn't cause this issue.
The FI relay could be stuck on though.

FI relay is good, I may double check the starter, but I'm at a loss

I'm not sure if this schematic will help, but I remember using this to diagnose mine.

When you turn off the ignition switch, what happens? Do the lights go out? Do the instruments shut down? Does everything keep on working?
You mentioned that you were in the ignition switch. Are you absolutely certain that you put it back together correctly?
A little more information will help a lot.

Your starter button is sticking, needs careful cleaning to not lose parts :euro.

I haven't checked the headlight, but everything else is still on. Almost as if the key/kill switch didn't do anything, I could probably go for a ride if I wanted to. Instruments stay on, I am using the acewell 2853 though.
I tried a spare kill/starter switch I had laying around so it's not that it's sticking. I'm pretty sure the ignition switch is correctly assembled.
