at rest, tachometer points to 2500 RPM. at idle, it shows 3500 RPM. it seems to move up and down freely like it works, it just needs to point to 0 with the engine off.
I looked at the tachometer repair PDF in the lieberry but I'm still not sure what I might need to do to fix this. It's going to be a winter project but I wanted to do some research up front. What can/should I look for inside to fix this?

Just open the thing up and twist the needle to the correct position. Remove cluster from bike, undo the 9 (or so) long screws in the back of the cluster, remove back plate, remove a few more (6 IIRC) short screws around the edge of the instruments, and you can remove the instruments while you pull the trip-meter-reset button so it's out of the way. Now you'll have access to the needles etc...
