The previous owner said this bike has a "full floating" front disc...is that true? I also don't have a clue as to what that means.
Also, is there supposed to be something on the end of the axle on this side?

Look very similar to my K1100 LT brakes. The floating disc you have on the front means that any warping doesn't affect the braking as the disc is allowed to move.
The axle looks like mine too.

the disk is mounted the the wheel with bobbins which is a floater disk compared to the alternative... disk bolted to the wheel for a ridgid disk...

The axle looks normal. The hole can be used to apply rotational torque to the axle when removing/installing it. For example, I'll use a long bar through the hole and twist back and forth while pulling to withdraw the axle.
