These sit on top of the front fender and mounted on the fork tubes. They are lose and turn. Which direction should they face and should they be tight? They look like air deflectors?

I believe forward. Protect the fork tubes.

That would make sense. I thought they were some sort of air deflectors. I could not find them in the fiche? 1993K1100LT

Make sure the tall part faces to the front. They will help deflect bugs and gravel from scarring or damaging the fork tube seal area. That's what the rubber gaiters on the airheads do.
