Too late now but since you're screwing/bolting it on anyhow, I prefer to ditch the doublesitck tape and fill that area in with a continuous stream of silcone. It keeps the dirty water from creeping through...

can it be red silicone or does it have to be black...

I generally use black or clear.....

Red silicon would be best to prevent the plastic fender from rusting.
