What is this part?  Fuel tank over flow drain is my guess..Maybe from batter drain??

That is called an "air accumulator" aka 'the cup'.
Generally it was used under the fuel tank to catch/combine the fuel tank vent and filler cap rain drain into 1 single line.

It catches any blinker fluid that leaks out of the flasher relay.

On a more serious note, it doesn't like to stay where it is supposed to so it helps if you zip-tie it to the frame.
