I used to have one of those older bags, they were not intended to fit the 1100's or K1's as they use the wire loop type attachment along the gas tank seam. The side straps also have more of a straight downward angle to them, unlike the newer series that is more swept back towards the rear 1/3 of the fuel tank.
They will fit if you can manage enough free space between the side cover and the fuel tank.
The base should be stamped with what series they fit. My old one was stamped K75/K100. The stamping should be visible if the bag us unzipped from the base.

This base did not have anything stamped (that could be seen on the ebay add pics).

From what I could figure out in BMW OEM catalogue, it would be 71602340658

Anyway, it got sold to Germany.

Now I ordered another bag made specifically for use with K1100 and hooks one has to install

That is the correct bag for the 1100's..... in fact, that 2nd picture is one I took of the clips on my '97.

The elastic on my k100 bag (like the yellow trimmed one) is showing age. Anyone replace it? Difficult?

I had the same issue with my airhead Multivario bag and had the elastic replaced at a leather repair shop.  I see no reason a decent shoe repair shop could not do it as they would also have the heavy-duty sewing machines.

I repaired mine using 2" Underwear & Pajama elastic from Michael's Craft Store. I opened up some stitches with a stitch cutter, cut out the old elastic, glued in the new elastic and then restitched by hand through the existing holes in the leather. Came out great, holds well. I would recommend safety pinning the elastic to the strap and checking the fit first, I had to shorten up the straps more than I thought to get a fit where the elastic was slightly stretched instead of slack.

I've replaced the elastic on mine as well a couple of years ago. Like others, I just cut the stitching and put new elastic in then sewed it back together.
I wasn't able to find any 2" wide elastic, best I could find was 1-1/2" wide. It fits, though it's not as snug as the original.

I've just ordered black 4.5cm wide (1.77"), 3 meters length, from eBay - that fits exactly for my base plate:

https://www.ebay.co.uk/itm/White-Black-Flat-Elastic-Band-Lingerie-Ribbon-Trim-DIY-Sewing-Dress-Making/273986223671 (https://www.ebay.co.uk/itm/White-Black-Flat-Elastic-Band-Lingerie-Ribbon-Trim-DIY-Sewing-Dress-Making/273986223671)

Just search for the "elastic band" in ebay.co.uk's "Crafts" section, or for "gummiband" in ebay.de's, and choose "Item location: worldwide" option

This stuff is perfect for suspenders, too. (https://www.seattlefabrics.com/2-Heavy-Weight-Elastic-200-yard_p_264.html)     Some of this is sublimated creativity (https://www.strapworks.com/Elastic_s/63.htm) which can be your personal secret once installed. 2" available.
