I am trying to figure out how a small headlight fairing (OEM naked style) mounts to the forks.
Like this:

I see where it bolts to the dash bracket, but it seems like something should hold the bottom, and that part is something I think I don't have.
What is it supposed to look like, and what is it called? Or am I missing something?

This is a diagram from Max BMW's parts fiche. The assembly on the far right is the rear panel. It gets fastened to the upper and lower fork bridges. The instrument cluster is fastened to its top. The center assembly is the trim panel. It gets fastened to the rear panel by four screws through the fasteners labeled #10. The leftmost assembly is the cover; it is fastened to the trim panel.

Parts fiches like Max BMW's are useful means for understanding component relationships. Use them with manuals like Clymer, Haynes and the BMW repair manuals.

Ok, now I see what happened.
I was looking at the wrong fische. Also, I am missing mounting bolts and bushings - that would be 2,3,4, and 6.
The holes in the rubber insulators looked huge, and I didn't connect them with the M6 holes in the fork, which are tiny by comparison.

Looks like I really just need the metal bushing, part 62211459196.
Laitch (or anyone else), do you know the dimensions of this thing? Seems like I should be able to find something that fits, but doesn't cost $10 a piece.

I made it work with a combination of a M6x35 flange bolt, 6mm fender washer, a 1/4 inch bushing and a regular washer to go over the bushing.
