Title: K75s lower spoiler mounting piece - substitute?

I'm doing a bit of restoration on my '85 K75s.  The front spoiler (going around the engine and under the oil pan) was mounted "creatively" by the previous owner and I'm trying to get it back to stock form.  I have most of the parts from Bike Bandit, but between them and RealOEM, there's one piece that appears to be unavailable and I can't quite tell what it is.  What I'm missing is related to the bottom support system - the bolt/washers/plastic cone thing/rubber bushing area.  The part of missing is the item that goes between the bolt and the washer.   

My guess is that this is some sort of rubbery ring to provide a bit of cushion and squish to avoid cracking the plastic cone thing.  But I'm not really sure.  Any idea on substitutes from a hardware store?

Found another online catalog that says this is just a wave washer.  If that's the case, then I'm heading to the hardware store.
