I had no trouble downloading it with Firefox. Whenever download problems arise, the switching to a different browser can sometimes do the trick, especially when Chrome is failing to download. Also, your browser settings—regardless of which browser is being used—could be blocking the download. Verify them.

I also had no issues using Firefox for download.
